Job Responsibilities

Ensure that the country program financial systems run properly and in compliance with the agency policies and procedures; Ensure that the agency financial policies and procedures are followed and donors requirements are met to the expected standards; ensure that adequate internal controls are in place to monitor and mitigate financial risks; ensure that all disbursements are prepared based on approved payment request, sufficiently supported; approved by designated official and charted to a valid budget, donor source and project; preparing or reviewing budgets for new projects proposals; Review partner project agreements prior to signing to check if the stipulations are in compliance with crs ph advance policy and donors requirements; carry out assessment for potential partners before signing any agreement; monitor grant spending and project closure and adherence with donor regulations; Closely monitor balance sheet accounts to ensure that assets and liabilities accounts are accurate and kept at a reasonable level ensure the integrity and timely completion of all required reconciliations; keep payroll consultant updated on all changes in staff status and review payroll calculations; ensure that timesheet are accurately completed and documented for all local staff, cash and bank management; conduct negotiations with banks to reach good deals related to our corporate and retail accounts; prepare review the quarterly cash forecast and submit to hq finance after getting cr approval; ensure availability of sufficient cash in the cp for operational needs; Ensure that monthly bank reconciliation is performed for all bank accounts and timely submitted to hq finance; monitor currency exchange rates and alert management when if unusual or unexpected changes; ensure all cash collections are kept in a secured safe and deposited in the next business day, reporting; Ensure that internal and external financial reports are processed prepared accurately and disseminated within due dates, ensure accuracy; completeness and timely submission of month end financial reports; Ensure the donor reports are prepared accurately and submitted in accordance with the terms and conditions outlined in the grant agreements; plan the closing of the fiscal year and preparation of specific reports required from hq; prepare quarterly financial analysis reports for submission to regional team; and other reports as requested by the rd or hq finance, technical support and training; provide technical assistance to the country program senior management team, subordinate and partner staff as and when needed; prepare or ensure availability of orientation manual for new hires; assist and guide country program in the implementation of new systems, tools; policies and processes critique implementation and provide guidance toward improved performance; prepare or ensure availability of basic project finance guidance for project program managers; Prepare or ensure availability of partners financial systems assessment and review tools in order to assess the level risk attached to the specific partner and to plan capacity building interventions; Provide capacity building to our partners to help them manage the fund transferred to them in compliance with donors regulations; prepare or ensure availability of partners finance training material.
